The short answer

In urban Karnataka, a villa above ₹45 lakh attracts 5% stamp duty, about 0.6% cess and surcharge on the value, and a 2% registration fee, a total near 7.6%. On a ₹6.80 crore price that is ₹51.68 lakh. Under-construction villas also pay 5% GST. Confirm figures on Kaveri before budgeting.

Stamp duty and registration charges Bangalore villa buyers pay are large enough to deserve their own line in the budget. They are also where old information lingers: bank pages and online calculators still show a registration fee that Karnataka doubled in 2025. This guide sets out the rates as they stand in October 2026 according to the sources we could verify, works the numbers for two real villa prices, and lists what to confirm with the sub-registrar or a lawyer before you pay. It supports the villa buying guide for Bangalore; for the registration process itself, read villa registration charges in Bangalore.

Stamp duty and registration charges Bangalore: the rates, with sources

Stamp duty in Karnataka is slab-based and reaches 5% above ₹45 lakh. Cess and surcharge are added on the duty, and a separate registration fee of 2% applies.

Item Rate Source and date
Stamp duty up to ₹20 lakh 2% Propnewz, 14 August 2026
Stamp duty ₹20 lakh to ₹45 lakh 3% Propnewz, 14 August 2026
Stamp duty above ₹45 lakh 5% Propnewz, 14 August 2026
Cess about 10% of the stamp duty Propnewz, August 2026
Surcharge about 2% of the stamp duty in urban local bodies; about 3% in rural and town panchayat areas Property portals, 2026; confirm locally
Registration fee 2% of value KS&K newsletter on the notification dated 29 August 2025, effective 31 August 2025

We were unable to read the government notifications directly, so the stamp-duty slabs and cess figures come from property portals that agree with each other. Verify them on the Kaveri portal of the Department of Stamps and Registration (igr.karnataka.gov.in) or with the sub-registrar before relying on them. Some bank and developer pages still show a 1% registration fee, which was the rate before 31 August 2025.

How the total is calculated

Duty and fees are charged on the higher of the agreement value or the government's guidance value for the property. Cess and surcharge are calculated on the stamp duty amount, not on the property value.

For a villa above ₹45 lakh in an urban area the arithmetic is:

  • Stamp duty: 5% of value
  • Cess: 10% of that duty, so 0.5% of value
  • Surcharge: 2% of that duty, so 0.1% of value
  • Registration: 2% of value
  • Total: 7.6% of value

In a panchayat area with a 3% surcharge, the total would be 7.65%. Which surcharge applies depends on the local body that governs your plot, so ask the sub-registrar. Guidance values were revised upward in Bengaluru in 2026, according to Propnewz, so if the guidance value is higher than your price, duty is charged on the guidance value.

Worked examples at Whispering Hues

The price sheet (25 September 2026) gives tentative basic prices of ₹6.80 crore to ₹7.05 crore for Bluebell and ₹5.96 crore to ₹6.21 crore for Carnation. Using the low end of each range as the base:

Bluebell at ₹6.80 crore Carnation at ₹5.96 crore
Stamp duty, 5% ₹34,00,000 ₹29,80,000
Cess, 10% of duty ₹3,40,000 ₹2,98,000
Surcharge, 2% of duty ₹68,000 ₹59,600
Registration, 2% ₹13,60,000 ₹11,92,000
Total ₹51,68,000 ₹45,29,600

These are illustrations on the basic price only. The final dutiable value depends on how the agreement and sale deed are structured, what is counted in the price, and the guidance value. The price sheet lists other charges such as BESCOM and water (₹250 per sq ft of built-up area), generator (₹3,00,000), club membership (₹10,00,000), advance maintenance and corpus (₹55 per sq ft each) and legal charges (₹70,000). Ask your lawyer which of these form part of the consideration and which are separate.

GST is separate from stamp duty

GST is levied on construction services, not on land, and it is paid to the developer in instalments, while stamp duty and registration are paid to the state at registration. For under-construction residential property that is not affordable housing, the effective GST rate is 5% without input tax credit, with a notional one-third land deduction already built into that rate (GST Council decision reported by Business Today, 24 February 2019; CBIC Notification 03/2019-Central Tax (Rate)). Sale of land, and of a completed building after the completion certificate, is outside GST.

On the same Bluebell base price, 5% GST is ₹34,00,000; on Carnation, ₹29,80,000. We could not find a source confirming any change to this rate since 2019, but confirm the current CBIC notification with your accountant, particularly for any item on the price sheet beyond the basic price.

TDS is a deduction, not an extra cost

Section 194-IA of the Income-tax Act requires the buyer to deduct 1% TDS on property purchases above ₹50 lakh, and deposit it using Form 26QB within 30 days from the end of the month of deduction. The seller receives the amount net of TDS and takes credit for it. On a ₹6.80 crore consideration, 1% is ₹6.80 lakh. The Income-tax Act, 2025 renumbers sections from the 2026-27 year, so ask your accountant for the current section reference. Deduction applies to each payment, so it is spread over the instalments.

How to pay and what can go wrong

Duty is paid online and the registration is completed at the sub-registrar office. Documents and payment must align with the final agreement.

  • Do not accept a verbal estimate. Ask the developer's team for a written calculation and verify it on the Kaveri calculator.
  • Keep the challan and registration receipts.
  • If you take a loan, the bank will want the registered agreement before further disbursement. See home loan for a villa in Bangalore.
  • Check what is payable at agreement stage and what at sale deed, since structures differ. Your lawyer should confirm.

Budget summary

For a premium villa in Bengaluru, plan for roughly 7.6% for government charges and 5% GST on an under-construction purchase, so about 12.6% above the basic price before the other charges on the sheet. Add your lender's fees and legal costs. The overall picture is in the villa buying checklist and the project figures are on the Whispering Hues price page.

Frequently asked questions

Has Karnataka changed the stamp duty rate recently?

The stamp duty slabs have not changed in the sources we checked; the change was to registration, which went from 1% to 2% from 31 August 2025. Check Kaveri for any revision, because older calculators still show the earlier fee.

Are stamp duty and registration fee tax deductible?

Under the old tax regime, stamp duty and registration charges paid in the year of purchase can be claimed under section 80C within the overall ₹1.5 lakh limit. They are not available in the new regime. Ask your accountant, because the Income-tax Act, 2025 has renumbered sections.

Is stamp duty charged on GST?

Practice varies with how the agreement is drafted. Dutiable value is generally the consideration for the property, and GST is a tax on the supply, so lawyers differ on whether it is included. Ask your lawyer to confirm before you register.

Can I pay stamp duty in instalments?

Generally no. Stamp duty and registration fee are paid at registration of the document, while GST and TDS are paid along with the instalments of the price. Ask the sub-registrar about the process for your document type.
